Join Us At City Hall: Comment on the Zoning Bill

Please join us in asking Council to rewrite the comp plan zoning bill (CB 120993) for tree protections and climate resilience.

The comprehensive plan has been split into two bills. The first is vision oriented, dictating how Seattle will grow (CB 120895). The second alters neighborhood residential zoning to implement the state’s middle housing requirements (CB 120993).

Good news! Because CB 120993 will amend the tree code, we have a new opportunity to close existing tree protection loopholes, something 7/9 councilmembers promised to do when they passed the ordinance in 2023.

Join us this Monday to comment on the bill and ask for stronger tree protections across the board.

Suggested Script

The following is a suggested script that can be used during testimony, in person or remote, that should meet the one minute time limitation that will likely be set by council. 

Introduce self and include your district (optional) 

I urge you to make the following amendments to CB 120993:

  • Eliminate setback reductions except that limit essential space for trees. 
  • Follow Portland’s example and require a dedicated tree retention and planting area.
  • Increase tree requirements on new developments and discard the Tree Point system.
  • Remove section 25.11.070. Keep the flexible guidelines under 25.11.060.
  • Require developers to prepare alternative site plans before removing large trees.
  • Encourage shared exterior walls and clustered homes to provide usable exterior space.  
  • Develop and implement anti-displacement policies based on community needs. 
  • Ensure daylight around taller buildings. 
  • Require designs consistent with neighborhood-relevant guidelines.
  • Exempt Seattle's redlined and disadvantaged precincts from upzones and tree loss.
  • Follow Washington’s GMA mandate that requires retention of urban tree canopy.
